Doing a little research on Hurricane Frances, and couldn’t really find a suitable answer to this question.

It formed the way all tropical cyclones form, initially as a weak low pressure system over warm tropical waters. The warm waters provided a good source of heat energy which is what tropical cyclones derive their energy. As the system lifted more and more warm air and its associated high water vapor content, that air cooled and the water vapor condensed, releasing heat energy. This release of heat energy in the core of the developing system strengthened it, eventually becoming a hurricane.
